Elected Parish Council – May 2011
Dear Friends, We now, as you know, have another elected council, and I welcome those who are newly elected and hope that they can do as much for the village as previous councils have done in the past. They have a steep learning curve. I also would like to thank all those who left the previous council for all the time and work that they put in and say what a happy council it was. It is with very deep regret that I have to tell you that the deputy chairperson, Jenny Rundle, resigned from the council for various reasons and to say how much we shall miss her. She was a vast storehouse of information on many topics, especially planning, and her knowledge and experience will be sadly missed. It is unfortunate that Katie Crabb is unable to lead the plans for the celebration of Her Majesty's Diamond Jubilee next year and I am unable to find another councillor to fill her place. Could we have some volunteers from the village please? I shall be prepared to liaise between the village and the council to give as much help that is needed. What a wonderful end to September we have had and also a magnificent apple and fruit harvest. It gives us a chance to reflect how lucky we are to live in this village. You will know that there is to be much more consultation between what the council decides and the village. Bear with us as we may not get it right every time, but we will try, as we always have done, to do our best. Best wishes Alan Lloyd Davies About your Parish CouncilCouncil meetings The Agenda for the Parish Council meeting is posted on the Council notice boards located outside the Village Club and by the Deep Ford at least three days beforehand. Anybody who is on the Parish Electoral Roll is very welcome to attend and they may address the Council at the beginning of the meeting under the public participation section of the Agenda. During the course of the meeting the public unfortunately, may only address the meeting if they are particularly invited to do so by the Chairman. At least one of our two District Councillors; Cllr Maureen Flood or Cllr Graham Stallard usually attends and occasionally our Hampshire County Councillor – Andrew Gibson. The Minutes of the Parish Council meetings are available via the website www.goodworthclatford.hampshire.org.uk Your views The new Parish Council has made a commitment to engage with the residents of Goodworth Clatford particularly in decisions affecting them and in shaping the future of the Parish . For the first time a Communications Officer, Cllr Peter Kiddle has been appointed to ensure the Parish Council is more effective in communicating and consulting with residents. A communications engagement strategy will be adopted at the November meeting which provides a standard for engagement between the Parish Council and residents. This strategy recognises that the services the Parish Council provides must reflect the needs of the residents. We shall do this by informing, consulting and involving; being inclusive and engaging with all residents; and ensuring we listen to your views. Other meetings and groups There is a Planning Committee and a number of advisory groups, which meet when required. The current advisory groups are; Finance, Allotments and Recreation Ground. Other groups may also be formed to address matters which arise and require further study, deliberation and action. Planning Committee The Planning Committee only meets when there are planning applications to consider or planning policy to discuss. These meetings usually take place on Mondays at 6.30 pm at the Village Club Notification of a Planning Committee meeting is posted on the notice boards at lease three days beforehand and the public may attend, but as with Council meetings, may only speak if invited to do so.
Finance
Recreation Ground The recreation ground equipment is old and in poor order and many of the families in the village would appreciate a more inviting and better equipped playground. The Recreation Ground Advisory Group are currently looking at ideas and obtaining quotes for renewing/improving the playground equipment. Cllrs Liza Butterworth and Paul Doran welcome any input /ideas for the replacement equipment and they are preparing a report which is due to go to the November PC meeting. If you have any ideas or suggestions please e-mail them on gcpc.lbutterworth@gmail.com and/or gcpc.p.doran@gmail.com Allotments It was agreed at the September meeting that the 2012 rents for village residents should be increased by 4% in line with inflation and the non residents plots will be increased to £50 for a full plot. There are 27 allotments used by residents of the village and all allotments are currently in use. If you would like to go on the waiting list please contact the Parish Clerk; Bob Wheadon , Kirkby House, Smannell, telephone 339365 or clerk2gcpc@clara.co.uk Conservation Field The Parish Council is considering what would be the best use of the Conservation Field which is located behind the allotments and accessed via Cottage Green. If you have any suggestions/ comments please e-mail the Parish Clerk by 30 th October 2011. Environment The Parish Council is also responsible for maintaining the areas around the Sheep Wash, Riverside Walk, Deep Ford and Riverside Rest and ensuring the footpaths are kept clear. If however, on your travels around the village you find anything in these areas which you feel is unsafe or even dangerous please notify the Parish Clerk, Bob Wheadon immediately so he can report it to the appropriate person/authority. Archives The archivist Cllr Alan Willens has been busy with a request which came from America for information on Thomas Blanchard. Thomas lived in Goodworth Clatford in the early 17 th Century before sailing to America where he has lots of descendants and genealogical interest. Cllr Willens was then contacted by the grandson of the Lloyds who lived in Flint House and gave the Recreation Field to the village. The correspondent gave the archives a newspaper article of the event and we were able to put him in touch with the lady who had been the Lloyd's nanny. Discussions are being held about having a slide/audio evening at the Village Club in early spring – so please check the Parish Council notice boards for more details. The Queen's Diamond Jubilee To mark 60 years of the Queen's reign the Diamond Jubilee celebrations will centre around the extended weekend of 2, 3, 4 and 5 June 2012. There is a Big Jubilee Lunch planned nationally for Sunday 3 June and the Parish and Town councils are being invited by The Royal Household to light beacons in their local communities as part of the Queen's Diamond Jubilee celebrations which is planned for Monday 4 June.
